Statement on the Turkish Authorities’ Recent Law Enforcement Operations Targeting Organisations and Individuals Associated with Sexual and Gender Minorities
16 September 2026
Since 12 September, the Turkish authorities have taken a series of measures targeting organisations and individuals associated with sexual and gender minorities, involving large-scale searches, detention, remand in custody and restrictions on access to websites and social media accounts. According to media reports, on 12 September, Turkish courts ordered restrictions on access to the websites and social media accounts of several organisations serving sexual and gender minorities, media outlets and related individuals. From the early hours of 13 September, Turkish police launched a law enforcement operation known as “My Family Is Safe (Ailem Güvende)”, covering 15 provinces and involving nine associations and 13 business premises. During the operation, the offices of organisations including Kaos GL, SPoD and HEVİ were searched, and a number of their leaders, members and rights advocates were detained. Police also entered and searched the offices of Pozitif Yaşam and Pozitif-İz, which provide HIV counselling, assistance and related services. Computers, telephones, storage devices and other items were seized from some organisations’ premises and private homes.
Restricting the lawful activities of sexual and gender minorities and related organisations on the grounds of “family safety” reveals a narrow conception of “family”. “Families” and “sexual and gender minorities” are neither separate nor mutually exclusive social categories. A person’s family roles, age, sexual orientation, gender identity and other characteristics coexist; members of sexual and gender minorities are also children, young people, parents, sons and daughters, partners and other family members. Crudely reducing “family” to a single way of life, presenting it as the party in need of protection and then placing sexual and gender minorities in opposition to it does not reflect social reality. It also disregards the inherent intersectionality of people’s different identities, characteristics and social and family roles. Protecting the rights and interests of families and children and safeguarding the fundamental rights of sexual and gender minorities are compatible and share a common purpose. Measures to safeguard safety should protect everyone from violence, abuse, coercion, exploitation and other actual harm, and ensure that no one is presumed to be a criminal or a source of danger because of their identity or characteristics. If a policy pursued in the name of “family safety” instead leaves some family members living in fear of searches, detention, exclusion or restrictions on their rights because of who they are, its very consequences run counter to the purpose of safety.
Any conduct involving a specific criminal offence should be dealt with individually on the basis of specific facts and evidence. The identities or characteristics of individuals, organisations or the people they serve should not take the place of an assessment of the specific conduct itself. The Turkish authorities have presented this operation as an effort to combat crime, while explicitly identifying so-called “associations promoting LGBT and immoral conduct” as targets of investigation. In practice, the scope of enforcement has extended to organisations and individuals, including HIV support groups, for whom no concrete factual connection to the alleged criminal conduct is evident in publicly available information. If law enforcement is based on specific criminal conduct, an organisation or individual should not become a target of investigation because of their association with sexual and gender minorities, the rights they advocate or the communities they serve.
When government bodies place sexual and gender minorities, related groups or individuals and HIV support groups alongside concepts such as “pornography”, “prostitution”, so-called “immorality”, “harm to families” and “harm to children” in their public narratives, this can readily lead the public to mistakenly associate sexual and gender minority identities themselves with “danger” or “immorality”, even where there is no evidence of a concrete factual connection between the identities, services or activities concerned and the alleged offences. Stigma is more than an abstract negative perception. Continually portraying a community as a source of crime, danger or harm may expose it to actual danger or violence. The practice of extending suspicions of individual criminal conduct to a community, its rights advocacy, lawful organisational activities or even the people it serves, thereby creating an improper link between identity or personal characteristics themselves and crime, comes at the cost of creating fear and exclusion. It increases the risk of particular communities facing hostility, harassment, violence and other violations of their rights, and reinforces existing prejudice at an institutional level. The stigma and fear generated by such law enforcement practices and public narratives also reduce the space for civil society organisations, media outlets, medical institutions and social service providers to operate normally. This runs counter to the stated aim of safeguarding “safety” and poses a substantive threat to the fundamental rights of those concerned.
The very existence of people of different sexes, sexual orientations, gender identities and gender expressions is neither a danger nor a crime, and such people should not be treated as targets to be guarded against or excluded. No one’s sexual orientation, gender identity, gender expression or other identity or personal characteristics should be grounds for suspicion, hostility, differential treatment or restrictions on their rights. The Office on Earth opposes any practice that restricts rights, creates fear, or imposes differential treatment on the basis of sexual orientation, gender identity, gender expression, or other identity characteristics, and hereby expresses its support for individuals and communities experiencing fear, pressure, exclusion, or other adverse effects because of such characteristics.
